Summary

The Workshops and Activities Group presented the beginnings of the camp programme - it's on track and happening, with lots of interesting workshop offers and exciting entertainment lined up.

We decided to hold the camp in Megawatt Valley, 15 miles east of Leeds. Megawatt Valley is a ten mile stretch home to 3 coal fired power stations, with the biggest of them (DRAX) being the largest single source of Carbon Dioxide emissions in Britain.

It is now almost certain that we will have to occupy a site as our search for rented land has not succeeded. We had a constructive session outlining the legal situation - squatting is legal, you can't be arrested for squatting or being present on squatted land. We brainstormed concerns relating to occupying a camp site and came up with solutions and action points for most of them. The land group was mandated to continue to work on the location and to come up with a plan for how we can best occupy it. There was a productive session working out how we envisage the neighbourhood system to work and drawing up a brief for neighbourhood hosts - we are hoping to get feedback on our suggestions by the next meeting. We have about 8 confirmed neighbourhoods, other groups are interested.

A detailed proposal for how communication on site will work was passed and the communications group was given the go ahead to source the necessary equipment.

The meeting was well attended, despite heat and football! And we got lots and lots done – thanks everyone!

PRESENTATION OF THE CAMP PROGRAMME

The Workshops and Activities Group did a powerpoint presentation of the workshops programme for the camp. 30 workshops have been confirmed so far and more are flooding in daily. The Networking Group and the Workshops Group are going to collaborate on producing Time's Up - a detailed reader on all topics related to climate change and solutions. LOCATION OF THE CAMP

The land group presented 7 diferent option for the camp to be held. This included lots of information on various criteria. For more information see attached document.

At the end of the presentation the land group made a strong recommendation that the camp be located in Megawatt Valley, a 10mile stretch of the Humber, Ouse and Aire floodplain, containing Drax, Eggborough and Ferrybridge Coal Fired power stations. Megawatt Valley is about 15 miles east of Leeds.

An initial strawpoll indicated that the meeting was unanimously in favour of the land group's preferred option. This was followed by a short discussion of concerns people had with respect to the site, and what we can do to address these problems.

The meeting was then asked for agreement to choose Megawatt Valley as the location of the camp:

Objections - none.

  • Transport links: The site will be in a rural area, too far to walk from train station (nearest one is Selby). We need to organise good transport links! Local transport has good disabled provision.

  • Drax workforce is very small. Need to build links with the workforce and local population.
  • There are local concerns about flooding and there are pollution issues, see article in the Guardian in May. Also need to separate blame of workers from blame of executives.

  • Shutting down a power station - can we/do we want to suggest this as action? What are the implications?
  • It's unlikely that we would be able to shut it down. Since the miners’ strike, where miners blockaded power stations, three months worth of coal is stored on site. Also the national grid never runs at full capacity – there is at least 10% slack in it at any given time to prevent black-outs in case of natural disaster etc. It sounds like there is lots of scopefor SAFE actions. (AP) Research required on how a power station works. (AP) July meeting will include a detailed briefing on how the national grid and coal power stations work. Facilitation Group to make sure this happens. (AP) Call for Switch off day nationally to coincide with the mass action at Drax.

  • Visibility- it can be seen it from M62 and from the East Coast Main Line.

  • There are villages nearby, but it would be good to have stocks of emergency supplies (tampons, sunscreen etc).

LEGAL OCCUPATION OF THE SITE

The land group reported that they are finding it extremely difficult to secure a rented site. They are encountering major difficulties with the one they are still in negotiaton about. It looks increasingly unlikely that we will secure that site. Therefore the camp site will almost certainly need to be squatted.

Clarification on the legality of squatting/occupying land

The Facilitation Group has researched the legalities of squatting/occupying and also renting. It is not a criminal offence to squat, or be on squatted land. It is a civil offence, you cannot be arrested for it. You can legally squat land that isn't being used.

There are a number of laws that we will need to be aware of and comply with to ensure we occupy the land legally. There is some conflicting information out there. This requires further research and further advice from groups such as Travellers Advice groups. Research will be done by the July meeting.

What does 'Legally occupied' mean? There is a section of the Criminal Law act that allows a building/land to be occupied. There are some conditions that need to be fulfilled, such as the premises must be unused and that evictors would have to use force to gain entrance. If the occupation is legal the owner needs to get a court order to evict the site, which takes time.

Other legislation that is relevant: If more than six vehicles on site, they can use anti-traveller legislation. Licensing laws (alcohol, entertainment, health and safety.) Health and Safety regulation

Problems we anticipate

  • How to set up the site?
  • How to defend the site- need a perimeter fence?
  • Good to have solicitors WITH US to explain to the police- We will have this. Need huge numbers of people- Large group of people needed to commit to be there early on.
  • Close to Leeds- is there a place we could pre-assemble at?
  • Take down would need to be very specific time too.
  • Say in programme that we want people to come there earlier? (Book more time off work?! Or have Saturday as the convergence day?)
  • Concerns about enough shade? Could be a heat wave, no trees?
  • Bank Holiday Monday is our 'big day'- need our infrastructure in place.
  • Brownfield site, with pre-existing fence?
  • What back-up site?
  • What happens if it is flooded?- No reply to this.
  • How much time to set up required? Fewer people, more time!
  • Workshop providers Pulling out if it is squatted? The fact that the land is squatted/legally occupied plus a large police presence might mean some workshop givers will pull out. Workshops group have thought about this and will do the following: a “green room” to welcome the workshop givers, subs bench, materials available for “MUSTS” so anyone can run them.
  • Points of Info- Environmental Law Foundation - young barrister defended St Agnes squat, and rural ones.
  • Fallow land counts as 'in use'.
  • Licensing - This needs looking into and discussing at the next meeting.
  • Media image of ‘occupied land’?
  • We don’t need to tell people it’s legally squatted.
  • But if it DOES come up, have some pre-prepared info and arguments about how it’s a long tradition (demobbed soldiers in 1945 etc). Networking has taken on Media Strategy… Also on post-camp “look how they’ve left the site” Why not plant trees etc. Landart. Leave it lush.
  • Individual Security and anti-social behaviour Safety & Wellbeing are onto that with various teams and strategies.
  • Other Questions- Will people coming assume it is legally rented. Do we have a responsibility to explain to them it isn’t (opportunity to educate them)

    NEIGHBOURHOODS - HOW DO WE WANT THEM TO WORK?

    Specific Neighbourhoods-

    Themed-

    Will there be themes or should we let drop? Can encourage neighbourhoods as temporary communities to focus as they wish, whether community focussed around where people live, shared interest or shared identity.

    Themed - Nottingham neighbourhood is ‘Reduce, Renew & Recycle’ neighbourhood. Possible themed ones - bicycology (bike tour), want to hook up with another neighbourhood; roads & airports has fallen through for now; 6193 group maybe doing one, maybe not. Carbon Trade Watch - one around carbon offsets, maybe linked in with Oxford neighbourhood. CND & CAT perhaps

    Other-

    • Oxford - feed about 30 people, 1 structure for sure; going to approach other local organisations working on climate change.
    • London - got kitchen & a few structures (got excess); approaching others.
    • Manchester - done fundraising events & will do info days; kitchen/structures? Trying to set up bicycle library for camp - contact them with any free bikes.
    • Cambridge - working on kitchen/structures.
    • South Pennines - cooking & marquee sorted, plus domes.
    • Edinburgh/South Scotland - cinema?
    • Nottingham - feed 300, power & structures fine; possible excess.
    • South West - getting people together.
    • Leeds - hoping to be neighbourhood for 3 or 4 days, maybe with Bradford; cooking & structure problems; want to come for action-focussed days.
    • Newcastle - keen but not knowing what expected of them (about buying food).
    • Ones on forum to follow up & catalyse.

    How the neighbourhood system will work

    Welcome-

    Neighbourhoods to provide info point, appointed welcome person to talk to when they arrive, & also at set times having welcome sessions; neighbourhoods to think of how to welcome people. Need feedback from neighbourhoods to Facilitation working group.

    Meetings-

    Each neighbourhood to have their daily meetings at set times (9:30am) to sort out issues within neighbourhoods, & by consensus. First bit to be on practical issues, that can then go to working groups to look at practicalities; then they could talk about political, actions or whatever.

    Power Down

    Neighbourhoods are asked to abide by the agreed music off/’power-down’/drumming (11pm during weekdays, a little later on weekend)

    Utilities, Conflict Resolution, Covered Spaces etc-

    Will they each take on toilets (SP needs help during camp), water & grey water (SP sorting), power (can neighbourhoods source own power; if can’t, get back to SP & they’ll match up with offers), first aid (?), people for internal conflict resolution & gate session (training provided, organised by Safety & Wellbeing group), marquees (SP currently doesn’t have surplus; if neighbourhoods can sort, great; if not contact SP), covered spaces for food storage etc - neighbourhoods need to talk to Site Practicalities.

    Workshops-

    Will workshops be in neighbourhoods, or in central area? - ask neighbourhoods if they can provide space or not.

    Neighbourhoods for part of the time - team up with whole-time ones; problems of people who’ve camped in them, but then pack up & leave - make clear on the noticeboards & in welcome. They need to let Site Practicalities know when they plan to arrive/leave; perhaps structures etc can stay, if others take on.

    Food-

    Who’s buying food - @ Teapot doesn’t want to buy central food, but will provide a kitchen; will be talked about in site working group tomorrow.

    Action Focus-

    Will there be an action-focussed weekend? This has been discussed over a number of weekend meetings already, over some & so though actions are welcomed to be organised at other times, weekends are primarily focussed on getting going & finishing up.

    Transport-

    Neighbourhoods to provide own transport for things to get there.

    CAR PARK PROPOSAL

    (Site Practicalities Group)

    A car park will no doubt be necessary, as not everyone will be coming to the camp by public transport. Much as we should try to discourage this, it is an inevitability and therefore needs to be planned for. Also, having a carpark will enable bio-diesel providers to refuel campers as they leave (rather than filling up at the Esso station down the road) and allow for targeted eco-flyering to be carried out by designated people (Gate staff?).

    The car park should be situated next to or as close to the camp as possible and the entrance so that it can be fenced in along with the site. It will be staffed at all times by two people on the gate. The S&W group will source volunteers for this job from neighbourhoods. We propose a flat fee per vehicle for parking to encourage carpooling. The cost will be £10 per car/van/minibus/etc. and £5 for motorbikes.

    The only vehicles allowed on-site will be vehicles necessary for the running of the site (catering and alt-tech), live-ins and disabled persons' vehicles. Once on-site none of the vehicles will be permitted to move around.

    General comments- Probably have centralised food buying, and deliver on site to neighbourhoods by bicycle; no thought-of need for moving vehicles on site about during camp, once set-up. Essential vehicles near secondary exit, which might move off during camp. Workshops that need lots of stuff, storage can be sorted out.

    Car park location yet to be worked out - next to or close to camp? Or should we have it a distance away, to make it different, to encourage people to cycle or walk that last bit? To not feel surrounded, hemmed in, like all other times; how portrayed/image.

    Land group will feedback on possibilities to site group, who will come up with another proposal, for whole weekend gathering.

    Hope to fence in, so money can be taken (and keeps ‘em safe from random trashing/getting nicked). Visibility of cars will not make this any different, or seem any different, from a festival. Can put people who live-in vehicles in car park.

    COMMUNICATIONS STRATEGY PROPOSAL

    Neighbourhood meetings and welcome spaces: these should be organised by the neighbourhoods themselves, but need to avoid the risk of informal set-ups that exclude outsiders. Therefore a proposal as follows:

    Neighbourhoods-

    • Neighbourhoods signposted.
    • Daily meetings 9-9:30 to make practical decisions about how the neighbourhood is run.
    • Neighbourhoods to have a central information point.
    • Personal contact to be there to welcome new arrivals (not just for information handouts) – a concern over this is that it always falls to a single person, Neighbourhoods need to spread roles out.

    Central Comms Point - Central comms point for anyone to send a message to the camp (to inform of water leaks, etc.).

    ffinity Groups - Affinity groups plan their own actions as they see fit. Workshop slot should be set up for unaffiliated people to set up their own affinity groups.

    Emergency Decisions-

    Emergency decisions (fires etc.) Consensus decision making process not really useful in this case.

    Proposals

    Two or three people from a WORKING GROUP can organise an emergency meeting or have the responsibility to make an instant decision, if this decision is required within 20 minutes General major incident plans are being developed – cross-working between Safety & Wellbeing/Comms.

    Clarification - Most likely – lots of police approaching the site. Designated decision-makers to be close to the gate – they will need to communicate with everyone by radio. If the decision does not need to be made immediately, an emergency spokescouncil can be called, involving neighbourhoods and and working groups. This depends on enough people considering the decision to be urgent – otherwise it will be discussed at the next site meeting.

    Equipment -

    • Pirate radio on-camp for announcements.
    • Megaphones on-camp for general announcements.
    • 53 radios (or more) at a cost of £1,300 need to be bought, begged, borrowed or…needs to be decided quickly as quantity means that ordering may need to happen. Purpose – for contacts between groups, with gates, for emergencies (see above). There are about 30 left over from G8 gathering in Stirling (this wasn't enough at the time, hence the increased number) – not been used or a year so they will need testing.
    • Why not mobile phones? Makes it difficult to talk to everyone at the same time, also mobiles not useful for emergency work. Cost will probably be identical in the end.
    • Request for information on what kind of radio will be used. Things will go up on the website to explain what sort of thing people will need to buy if they want to buy their own.

    In Process-

    LAND GROUP - SHOULD IT CONTINUE WORKING AS IT IS NOW OR CHANGE

    Statement and proposal from the land group:

    While we are still hoping for a positive outcome to our rental negotiations, there is an increasing likelihood that we will have to squat a site. It seems impossible to squat a location that the authorities know of in advance, given this a closed group is still essential. The existing group is able and willing to continue and has identified a number of potential sites already and a rough outline of a plan is already forming.

    Proposal: the land group decides on a particular piece of land and at least one safe back up option. It creates a strategy to occupy it. The process will have to involve increasingly close liason with the site practicalities, transport and publicity groups.

    General comments-

    There is an increasing likelihood of 'legal occupation' rather than renting.

    Clarification on "Legal Occupation"-

    Research has been done on the laws that apply in terms of squatting/occupying land. It appears that we will need a border that requires forcing (gate etc.) as protection. Legal occupation *is* squatting – it's 'unlawful' but *not* 'illegal' – i.e. it's a civil issue rather than a state one. It is legal to occupy land/buildings of they are not in use (although there is an issue around what counts as 'not in use' for arable land). For built-up structures you can force an eviction order through the courts in only 5 days! Lots of reasons that can be used by the police to shut down a site – licensing for alcohol/entertainment. Travellers have been evicted within 3 days.

    7.3 Friendly Amendment-

    Even if closed-group working continues, site/transport/legal/publicity group needs to be in contact.

    Decision-

    The Land group is to continue working as it is (i.e. as a closed group).

    Security of the Land Group-

    There is a lot of speculation going on as to who is in the land group. This defeats the purpose of having a closed group in the first place! If people do have ideas, then please keep them to yourself rather than engaging in idle speculation down the pub.

    In a lot of cities activists groups not on board yet. Get your friends etc involved.

    Networking Suggestions/Actions/Unanswered Questions

    If you are doing talks, it’s good to be able to say what is being done outreach-y in other cities (A WIKI?).

    Networking Decisions reached-

    Press release to be delayed until the weekend of the 16th June.

    Existing materials need to be re-designed and re-worded to take into account the new information on the site of the camp.

    There will be a fresh print run of all materials.

    New materials to be designed, including a large ‘fold-out’ flyer with more detailed information on climate change, the camp, the site etc.

    Workshop overview document available if people want to know what workshops got/want. Shorter version available on website (under programme). Time programmed in for political discussion & debate? For people who want to discuss politics of what they’re doing, for new or old to it all. There’ll be specific strategy, working with NGOs workshops etc. There’ll be free time people can programme in stuff they offer; informal space. Minutes would be great from (informal) discussions, so can be a record of the camp.

    June 26th - WAG to email confirmed workshop providers about the site issue. This will give an idea of who is/is not still willing to give a workshop. We will tell workshop providers that it is a legally occupied site.

    Specific people agreed to contact groups/individuals which must be included in the WAG programme (i.e., re-contacting people, sourcing new contacts). "Lost child policy" needs to be drafted. Need to do research/writing on the site issue.

    Original organiser of childrens' activities has dropped out!! Need contributions from those with experience/knowledge of childcare issues. Land group need to draw up a map of the site to give to Camp Booklet organiser by 10th August or else it won't go in the booklet and will be the Land Group's responsibility to distribute on site.

    10 NEXT ORGANISING MEETING

    Will be at Talamh Housing Co-op- just south of Glasgow, 8-9 July

    Accessible by road and by train with station pick-ups that will be provided. Need 4 volunteers day before to help chop wood, fix tarps on dome. Suggestion of starting earlier on Friday for skillsharing workshops.

    Concerns-

    Less people will go from England, but more people from Scotland. It’s less far from London than it is for Aberdeen (who are planning on coming). A brief show of hands indicated that a majority could get to the venue anyway. At the 'Big Blether' in Scotland, there was a lot of interest raised.

    People from Northern England (e.g. Newcastle) might also be more interested in the Scottish venue.

    Facilitation Group will help to organise collective transport and advertise this on the website

    11.DISCUSSION ON WHAT WE WANT TO SEE COMING OUT OF THE CAMP

    This was more of an ideastorm than firming up action points. These ideas, together with those collected at the Bristol meeting will be condensed and some of them turned into concrete action at the July meeting.

    11.0 Now Get people to leave the July meeting and start booking their post-camp public meeting in their locality, getting publicity ready (though only for distro after the camp itself)

    11.1 Purpose/result of the camp-

    Increase skills and understanding of existing activists

    Creative and unpredictable direct actions

    Alt Tech workshops and educational stuff

    Work more strongly together, with better communications

    Launch a broad based movement- anarchists and Women’s Institute together…

    11.2 Spread what we have learnt more widely-

    Usable information for people to take to where they live

    Camp to empower people to spread bad/good news about CC

    Storytelling re the camp- e.g. showing films about the camp in communities and around the country, or a book ,radio programme

    Continuing the network to rejoin the ‘green movement- use/expand Rising Tide network

    Report about all that went on in the camp e.g. via the net/a booklet [need voice recorders for this?]

    Microclimate camps, e.g. local weekend events.

    Create something new to tie-in the different strands of movements

    Engagement with different levels e.g. bottom up and top-down.
